Can you work on provider-owned equipment?

Work is limited to authorized premise-side infrastructure unless the provider or owner establishes different responsibility.

Can old telephone cable carry Ethernet?

Sometimes, but pair count, twist, category, topology, length, condition, and termination must be verified. Many legacy voice layouts are unsuitable.

Should unused analog lines be disconnected immediately?

Only after confirming the number, connected device, monitoring relationship, billing owner, and any life-safety or regulatory purpose.
